This entity is also known as the State ICC (Interagency Coordinating Council), CCECDS, or simply the Council. Created in both state and federal law (K.S.A. 74-801 and Public Law 105-17), the Council's role is to advise and assist in the delivery of services to preschool children (birth through age 5) with special needs.
Infant / Toddler Services of Kansas is the actual name of the program
that serves children with special needs from birth to the age of three.
The lead agency in this collaborative effort is the Kansas Department
of Health and Environment (KDHE).
The Kansas State Board of Education (KSBE)
oversees most services to exceptional children aged 3 to 5 years.
The CCECDS was formed in 1986, prior to the onset of federal legislation. It has been retooled to conform to federal law.
Its makeup is determined by law and includes:
- Secretary of KDHE
- A representative of the Governor
- Secretary of SRS
- Commissioner of Education
- Commissioner of Insurance
- Two members of the Legislature (opposite house / party)
- A representative of the Kansas Board of Regents
- A representative of the Kansas Health Policy Authority
- Between 8 and 17 other members appointed to three year terms by the Governor (including parents, providers, and general public members)
Our mission is to ensure a comprehensive service delivery system of integrated services is available in Kansas to all children with or at risk for developmental delays from birth through age 5 and their families. No single agency is capable of meeting all of the needs of these young children. Interagency collaboration is essential. These services should be multi-disciplinary and delivered in settings which are typical for young children.
The Council is staffed with a full-time Coordinator, a position currently filled by Doug Bowman.
